which also serves as your passport. As of January 1st 2014 ownership and
carrying of the card at all times will become mandatory for all adult UK
citizens. The forms you filled in, and the photographs, fingerprints, blood
samples and retinal scans you recently had to have taken, for which you had to

Should you lose your card, or if your card is stolen, report it to the emergency number given on the accompanying pages immediately. If you find that information about you is incorrect, use the same numbers right away. Failure to do so will be considered a criminal offence.
Your card contains a current passport photo of you. If your appearance should change dramatically due to an accident or plastic, cosmetic surgery, you must change your card details immediately through our offices. Your card will expire at midnight on December 31st 2024 and require replacement at your own expense for January 1st 2021.
Your card also contains your unique retinal image, your fingerprints and your DNA signature.
WHO HAS THE RIGHT TO SEE YOUR CARD?
The police, customs officials, civil servants, business managers and a number of civilian tradesmen have the authority to inspect your card at any time while you are in their presence. There are a number of officially designated Government employed Card Inspectors too. Many wear distinctive blue uniforms. Others are in plain clothes. If they have the right to ask to see your card they will show you their blue Card Inspection Warrant Pass. (CIWP) This resembles an ID Card, but it is slightly larger. A number of shopkeepers, bar workers, security officials and business representatives also have the right to inspect your card. They too carry CIWP cards. Do not show your card to anyone not in possession of a CIWP.
Only ownership of an Exemption Certificate (EC) permits anyone to avoid inspection. Some VIPs have permanent ECs. However, a temporary EC can be presented to citizens as rewards for exemplary acts of co-operation with the Card Inspectorate. Temporary ECs usually last from three to six months before they expire.
Failure or refusal to produce your card for inspection to any official licensed card inspector is a criminal offence. Not having your card about your person could result in your arrest. Fines or imprisonment could follow. If your card is lost, stolen, or malfunctioning, you must alert the appropriate authorities immediately. A list of contact points for this is enclosed in a separate leaflet.
In the event that you are taking part in some sporting activity, such as swimming, your card must be kept with your ordinary clothes in a safe, secure place, and you must be able to go to that place and produce your ID Card in the company of any card inspector immediately upon his or her request.
In the event that you travel abroad, you must take your card about on your person at all times. While most other European Countries do not yet expect their citizens to bear ID Cards, British law states that you must have yours on you at all times. Some British Card inspectors operate abroad in co-operative nation states with the authorisation to extradite any British Citizen not bearing his or her card about their person. This will help to protect British people abroad by monitoring the behaviour of potential football hooligans, and from youths who have become aggressive after consumption of too much alcohol. .
HOW CARD INSPECTION WORKS
Card inspection may involve a number of different stages. Looking at your photograph, and comparing it to your own physical appearance will satisfy some inspectors. Other Inspectors may run a more thorough check. They may take your card and run it through an electronic ID Card reader. (IDCR). This resembles a portable Chip & Pin credit card reader, and it works on a similar principle. The IDCR can monitor a great deal of information. It will register an official record of the card being inspected. It will tell the Card Inspector the exact date and time (GMT) of your last card inspection. It will enable the Card Inspector to text in any information he wishes about you. He may for example, record that you are a potential witness to a traffic accident, or to someone else refusing to show him or her an ID Card. The data logged through your card will be stored on the Central Identity Register. (CIR). This will give the authorities a comprehensive account of your wherabouts and activities at all times. All data will be stored indefinitely.
An IDCR may also reveal some or all of the information about you from your file on the CIR. A traffic Warden may wish to check whether an illegally parked motorist any other parking offences recorded. A bar security official may wish to check whether someone has been expelled from any other drinking establishments recently and the CIR data will help him to decide whether or not that person should be allowed into the establishment he is in charge of. This will of course ensure that you can drink in the bar with less concern about loutish or unruly drunken behaviour.
Some card inspectors also have portable retinal scan readers, which can read your retina and compare it to the retinal image stored on your card. The reading is painless and will not in any way affect your eyesight. Readings from Retinal Scanners can be fed into IDCR documentation.
Card Inspectors must give you back your ID card upon completion of any given inspection. Inspectors are specially trained to conduct inspections quickly, especially in dealing with large crowds and long queues of people. Please do not lose patience with them. They are working for your protection. Card Inspectors will log insolence and intolerant responses from Card Carriers onto their IDCRs if they feel the need arises.
A final level of inspection, which will rarely be used in most cases, is the cards Geo-Navigation Tracking Chip. (GNTC). This is a devise which enables authorised government, police and military officials to see where your card is (and therefore where you are) anywhere in the Country, and indeed, throughout the World). The card can effectively be tracked by Satellite surveillance systems, known colloquially as the SAT-NAV system, which can follow any latitude and longitude reading to pinpoint your card to within a ten-metre radius.
A number of employers have the right to conduct localised IDCR Card Inspections on all employees and applicants for position or promotion within their companies. A number of shopkeepers also have their own IDCR machines with which they can keep a record of who visits their shops and when. Such a system will also help to reduce shoplifting. Most Bus, train, and Taxi firms will operate an ID Card reading system. Again, your co-operation in their right to inspect you is mandatory.
Your card also lists the details and access codes of your immediate family members, and your current employers.
Once the adult cards are properly administered, we will be launching a special card for all children over the age of ten. We hope to phase these in by 2014. Children under ten will be covered on the cards owned by parents and guardians.
Remember that your card serves to protect you from crime, identity fraud, and terrorism. Look after your card and never leave home without it.
